GENERAL:


A. APPROVAL OF MINUTES OF THE REGULAR MEETING HELD JANUARY 22, 2025.


B. RESOLUTION AUTHORIZING THE WASHINGTON COUNTY HOUSING AUTHORITY TO ENTER INTO AN AGREEMENT WITH SLEIGHTER DESIGN FOR ARCHITECTURAL AND ENGINEERING DESIGN WORK RELATED TO COUNTY WIDE STORAGE GARAGES AT VARIOUS LOCATIONS IN WASHINGTON COUNTY, PENNSYLVANIA UNDER THE CAPITAL FUND PROGRAM WHICH SAID AGREEMENT IS TO BE EXECUTED ON BEHALF OF THE AUTHORITY BY ITS PROPER OFFICERS. AGREEMENT AMOUNT: $93,854.26.

C. RESOLUTION AUTHORIZING THE WASHINGTON COUNTY HOUSING AUTHORITY TO ENTER INTO AN AGREEMENT WITH SLEIGHTER DESIGN FOR ARCHITECTURAL AND ENGINEERING DESIGN WORK RELATED TO COUNTY WIDE PAVING AT VARIOUS LOCATIONS IN WASHINGTON COUNTY, PENNSYLVANIA UNDER THE CAPITAL FUND PROGRAM WHICH SAID AGREEMENT IS TO BE EXECUTED ON BEHALF OF THE AUTHORITY BY ITS PROPER OFFICERS.

AGREEMENT AMOUNT: $108,998.38

 

 


D. RESOLUTION AUTHORIZING AN AGREEMENT WITH UPMC TO BE THE PROVIDER OF THE AUTHORITY’S HEALTH INSURANCE TO ALL ELIGIBLE EMPLOYEES AND AUTHORIZE THE AUTHORITY TO COVER EMPLOYEE DEDUCTIBLES OF $8,550/$17,100. THE AGREEMENT IS FOR A ONE (1) YEAR PERIOD COMMENCING APRIL 1, 2025 AND ENDING MARCH 31, 2026. THE TOTAL ANNUAL ESTIMATED COST IS $515,676.


E. RESOLUTION AUTHORIZING AN AGREEMENT WITH THE DIFFERENCE CARD TO BE A THIRD-PARTY ADMINISTRATOR FOR THE AUTHORITY’S PAID DEDUCTIBLES. THE ESTIMATED COST IS $56,997. THE AGREEMENT IS FOR A ONE (1) YEAR PERIOD COMMENCING ON APRIL 1, 2025 AND ENDING ON MARCH 31, 2026.


F. RESOLUTION APPROVING A CONTRACT WITH HIGHMARK BC/BS (BLUE EDGE FLEX DENTAL) AS PROVIDER OF THE AUTHORITY’S DENTAL INSURANCE FOR ALL ELIGIBLE EMPLOYEES FOR A ONE (1) YEAR PERIOD COMMENCING APRIL 1, 2025. CONTRACT AMOUNT: $35,110.


G. RESOLUTION AUTHORIZING AN AMENDEMENT TO THE WASHINGTON COUNTY HOUSING AUTHORITY 5 YEAR PLAN AND ANNUAL PLAN FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2024 AS REQUIRED UNDER THE “QUALITY HOUSING WORK RESPONSIBILITY ACT OF 1998”.


H. RESOLUTION AUTHORIZING THE WASHINGTON COUNTY HOUSING AUTHORITY TO ADOPT A REVISED ADMISSION AND OCCUPANCY POLICY HENCEFORTH, REFERRED TO AS THE ADMISSIONS AND CONTINUED OCCUPANCY POLICY (ACOP), FOR PUBLIC HOUSING TO INCLUDE NECESSARY UPDATES IN ACCORDANCE WITH HUD REGULATIONS, DESIGNATED HOUSING PLAN, AND ELIGIBILITY REQUIREMENTS.


I. RESOLUTION AUTHORIZING THE WASHINGTON COUNTY HOUSING AUTHORITY TO REVISE THE PUBLIC HOUSING RESIDENTIAL LEASE TO BE EFFECTIVE FOLLOWING A 30-DAY NOTICE TO THE RESIDENTS.


J. RESOLUTION AUTHORIZING THE WASHINGTON COUNTY HOUSING AUTHORITY TO ADOPT A REPLACEMENT OF THE RESIDENT HANDBOOK TO BE EFFECTIVE FOLLOWING A 30-DAY NOTICE TO THE RESIDENTS.


K. RESOLUTION RATIFYING A CHANGE OF AUTHORIZED SIGNERS FOR WASHINGTON COUNTY HOUSING AUTHORITY BANK ACCOUNTS WITH PNC BANK WHEREBY SALLY A. MOUNTS IS

DELETED AS AN AUTHORIZED SIGNER AND STEVEN M. TOPRANI IS ADDED AS AN AUTHORIZED SIGNER.


DISCUSSION ITEMS:


1. Discussion regarding donation to the Lemoyne Center’s Camp Challenge or participation in the attached invitation to the Spring Fling Gala Event which proceeds benefit Champ Challenge 2025.

​

2. The Pension Committee is required to have one Board Member. A replacement for Sally Mounts will need to be chosen.

​

The next Board Meeting is scheduled for March 26, 2025.
